The title is 'The Gingerbread Shop' by P.L. Travers. You have most of the details right. It is a story from Mary Poppins and a little golden book.

I REMEMBER THIS BOOK VERY CLEARLY, IT WAS CALLED MARY POPPINS EVEN THOUGH IT IS NOT THE MARY POPPINS STORY YOU MIGHT EXPECT.
I am looking for a golden book I had as a little girl. I don't remember the title but I remember there was a little old lady who had a candy shop or a gingerbread shop and she could paste stars in the skys. The illustration had her on a ladder with her glue pail and she pasted stars in the sky..her fingers were made of gingerbread and she could break them off and grow more...I may have that part confused but not the part about the stars. If anyone knows this book please reply.
